Option 2: Offline Application

Submit the completed form directly to the Electoral Registration Officer (ERO) by post or in person if you are visiting India.
Verification and Status Tracking:
Local Verification: A Booth Level Officer (BLO) will typically visit the Indian address listed in your passport to verify residency, often assisted by local family members.
Consular Verification: If local physical verification is unfeasible, your documents will be validated through the relevant Indian Mission abroad.
Final Approval: The Electoral Registration Officer (ERO) reviews the verification report to approve or reject the application. You will receive notifications via SMS, postal mail, or the portal.
Status Checks: Log into the ECI Voter Portal at any time using your reference number to check real-time application updates.
Important Voting Rules for Overseas Electors:
In-Person Voting: Under current regulations, registered overseas electors must travel to India and cast their votes in person at their designated polling station within their registered constituency.
Identification: You must carry your original Indian passport to the polling booth for verification.
Voter ID Card: Physical EPIC (Voter ID) cards are generally not issued to overseas electors.
Note on Future Reforms: While the ECI has proposed introducing e-postal ballots for overseas citizens, in-person voting remains mandatory for now.
Special Circumstances:
Updating an Existing Voter ID
If you are already registered as a general domestic voter in India:
File Form 6A.
Formally declare that you are no longer enrolled as a general elector elsewhere.
Surrender your existing physical EPIC to the ERO as requested.
Returning to India Permanently:
If you relocate back to India on a permanent basis:
Notify your Electoral Registration Officer of your return.
Re-register as a general domestic voter using Form 6 or the appropriate update forms.
